(Providence, RI) -- The lights aren't being turned off on trick-or-treating in Providence for Halloween. The city is asking parents to not let their little ones trick-or-treat in neighborhoods without power due to safety reasons. Conversely, the city is asking residents that do have power to welcome all trick-or-treaters into their area.
